For a definition of HPV's, their advantages, and lots more information, have a look at: International Human Powered Vehicle Association's web site.
I have been interested in HPV's for many years, ever since I saw an article in Scientific American. I read a lot about them, joined the British Human Powered Club and went to a few of their meetings. I really wanted one, but couldn't afford it for many years. Then in 2002 I started earning a reasonable amount and swore that I would get one for myself. I did a bit more research and found a second hand one for sale, advertised in the BHPC newsletter. I went and had a look at it and decided it was for me. It's called 'Evolution' and I believe it was a one-off. It is a fairly standard short wheel base recumbent, with underseat steering and rear suspension. Here are a few of photos of it. I will write up my experiences of it as I ride it some more, especially commuting in London.
